Sound volume probs...

I have a new Sony laptop that came with Vista Premium. In order to hear
sounds at a normal volume, I have to turn up all controls to the maximum
volume level. Why??? Is there a fix?

Yes,

You will need to update your sound driver from the manufactures website.
