Sound volume keeps resetting in win2k

The sound level keep resetting itself on my win2k. I have to keep going
into control panel/sound/volume & resetting the wave/mp3 volume from 2
ticks up from the bottom to all the way up. The sound volume on the
opening page of this dialogue also keeps turning itself down. How can I
get them to stay where I put them?
