Sound volume in MS Flight Sim 2004

All sounds except the air traffic control voice are normal. The Air Traffic
Controller sound level is only 25% of the rest of the sounds. Makes it
difficult to hear instructions over the sound of the engines etc.

Does anyone have experience or can make a suggestion as to what to do.

I was advised by one person to change the Hardware acceleration level in
DirecX to Basic from Full but that didn't work.
 
start/run, type:
sndvol32
Options menu, Properties, put checks in all sound controls, OK
Up volume on the slider that effects the voice in MSFlight
