I am trying to edit music for ringtones with the sound recorder. Every time
I try to delete before or after a point in the song I am trying to cut I get
the following error message: Not enough memory available to complete this
operation. Quit one or more applications and try again. I usually don't
have anything else open, so how can I get it to stop giving me this error? I
am using Windows XP Media Center Edition.

I would not use Sound Recorder at all, but rather any audio editor that you
happen to have available (installed with sound card or burning suite,
purchased with video editing software) or are willing to invest in. Audacity
is freeware, http://audacity.sourceforge.net/.
