Sound problem on Start Windows and Exit Windows

On my Dell Dimension 4700C, I am using Windows XP.

Under Sound and Audio Device Properties, I can hear all the sounds.

However, when I turn on my computer, I do not hear the sound {Start Windows}
or when I Restart or Shutdown, I do not hear the sound {Exit Windows}

I was viewing numerous Popups so I used Symantec Spyware.Apropos Removal
Tool 1.0.1 and Symantec Adware.IEPlugin Removal Tool 1.0.5 in Norton
Antivirus.

Now, in Norton Antivirus Scan Summary I view {No threats found} and I am not
viewing popups.

However, after I used the Removal Tools, the sound problem occurred
