sound on modem

Hi- I am using a program that requires voice modem- I was
unaware that I did not even have this feature (voice
modem) until now-Its one of those caller-id things where
it can block telemarketers, with an announcement,and zap
a call-Well no announcement plays to the telemarketer
cause there is no voice modem, I guess.
WHere can I go to enable this part on the control panel
or do I need to download this program (hopefully free) or
do I have to buy it somehow-DOnt know much about these
things so any help is appreciated. Have WIN XP Home-thanks

what kind of connection do you have for internet and if

you dont have the thing called voice modem (dial up conn
req)in your comp no way
