Sound Icon in Outlook

In Outlook when I choose view, toolbars, webtools, sound, I am suppose to get
a "background sound" dialog box. Instead I get the following message:

"This object was created in htmlInlineSoundCtl. This application is not
available to open this object. Make sure the application is properly
installed and that it has not been deleted, moved, or renamed"

What does this mean and what do I need to do to get past this error message?

This is a known problem and appears to have been caused by Windows XP SP2
and I've never seen any evidence that it had been addressed.
