i just bought a creative 24 bit sound card. do i need speakers?

if so, why is it that a lot of PCs i've bought from the store would
play sound without external speakers?

You are kidding, right?

The speakers built into any PC are going to be VERY poor quality.

ALL soundcards need some kind of speakers attached.

Of course not. Don't be a slave to the man, speakers are
highly overrated. You have several other senses still.

Elvin magic.

When an OEM integrates speakers it's usually to save $ or
create a more streamlined system. It's always a reduction
in audio quality over (any decent) separate speakers. Good
OEM systems do have external speakers though, so I suspect
those you bought were only lower-end.

No. You would only need speakers if you want to hear the sound played
through that sound card.

The "beep" sound and BIOS error signals are created by a speaker
mounted on the case or motherboard. You would not play high quality
audio through this, nor is it possible to do so without modification.

It is possible to purchase monitors, keyboards and perhaps even cases
with internally mounted speakers, but that adds quite a bit to the
price of those components, and the sound quality is horrible.
 
Yes; you need to buy external computer speakers, which include an amplifier
builtin to drive them when attached to the sound card.
