sorting anomoly

I posted this back in general questions in April and got no reply, so I'm
posting here because I just had a similar thing happen. Help would be
greatly appreciated.

EXCEL 2000
While working in a sheet that identifies employees by code, we used "A" to
"Z" to sort by code (selecting the first data line in the column and hitting
the AZ tool button.
example:
100
101
101
102
103
103
103

Two people were then identified as being in different codes. That data was
entered in the code box and the sort button used again.
Example:
100
101
101-->102
102
103
103-->102
103
(with the arrows showing what the data was changed to)

At this point , the sort now shows:
102
102
100
101
102
103
103

Any clues?

My guess is that the changed data were entered as numbers, and the
original data was entered as text (look for a leading apostrophe).
Numbers come before "letters" in an ascii sort.
 
I'll have to go back and look for that specifically, but I do know what
that's for, and I don't remember seeing it. However, since it was someone
elses data, I will look again. Actually isn't even my file, they are just
asking ME.

I would expect to see what you say if there were leading zeros, but there
aren't, and I know that the column is formated as "General".
