sort order in distribution lists after being sent

Why do the distribution list member names appear in a different order in the
message header of the received message? This appears to be a random
reordering from how they were either sorted in the list or how they were
originally entered to begin with. One of my customers wants to know why a
specific person whose first name begins with an A is not the first person in
the list when looking at the message in the Sent folder.

No one knows how Outlook splats these addresses into the To: field from
a DL. There is almost nothing documented about DL's and their behavior.
