Sort Folder

I want to create a folder of icons, and I want the icons to be in a
certain order, which matches a system landscape. However, it insists
on sorting them a certain way.

Is there a way that I can arrange the icons in the folder and have
them stay in that order?

You probably have to precede them with numbers:
01 This icon
02 That icon
etc.
