Sort Contacts using surnames when click on To: in a new message?

In Outlook 2003, when in a new message and clicking on To: my contacts are
sorted using first names. Is there a way to have them sorted by last names?
 
You can change the sorting to use the File As here: Tools menu > Email
accounts > View/change existing directories/address books > Click Next >
Highlight Outlook Address Book > Click Change
 
Can you answer the same question for Outlook 2000? (How to sort contacts by
last name when clicking on To: in a new message). Thanks!
 
What mode of OL2000 are you using? Check the second line here: Help menu >

Properties > Set sort order
