I would like to sort data by calendar dates, beginning in
January, is there a way I can program Excel to do that?

Well you have to select the column and then right click on the column and choose formatting and then set the column to be date format with your preference how you want the date to be displayed.

then select all the data in the sheet and choose data | Sort and then choose the column that has the date column and then click apply.
