I've been having two problems with my win XP SP2 lately, I hope somebody
can
give me any help.

One problem is that my taskbar is constantly blocked. I mean, no matter
what
I do with the "Block Taskbar" button in the taskbar context menu, the
taskbar
will remain blocked.

And the other one is that the regional configuration applet doesn't appear
on the Control Panel. I can run it from the command promt and Windows' help
invokes it perfectly.
 
This may be why you haven't found any answers here:

Windows XP does not have a command called "Block Taskbar". The taskbar does
have a setting called "Lock the Taskbar", but it's not a button.

Also, Windows XP does not have a Control Panel applet called "regional
configuration". There is an applet called "Regional and Language Options".

Perhaps if you post again and explain yourself clearly, someone will be able
to help you.

I tried to translate it as correctly as I could (even though I could
have tried changing the system's language, which I didn't realise). It's
