Somewhat off topic monitor question

I just bought a new Radeon X1300 256K video card. When I set the refresh
rate at the monitor supported 75 Hertz my screen blinks intermittently - too
much intermittently so that it became annoying. I had previously used this
setting with all my previous CRT monitors and including this - my FPD1810
(flat panel) using a Radeon 9600 with a digital FPD input.

I was getting so very frustrated with this problem that I placed a call to
ATI and the 1st level tier tech had no clue but found it interesting so he
forwarded my call to an upper level tier of support. Their answer was that
the frequency/refresh rate should only be of concern with a CRT display -
with the digital flat panel displays this refresh rate has no effect not
even if I used 60 Hertz. There with be no screen flicker with the flat
panels and no headaches.

Is this a true statement. I thought I was somewhat computer literate but
this answer took me by surprise. Anyone know if the above is true.

By the way, my FPD is three years old and the video card is of the newer
generations from ATI (maybe this is why my screen blinks - my display maybe
should be newer such as one of the newer 20 to 21 inch models???
 
LCDs work very differently from CRTs, so you'll need to forget a lot of what you know about monitors and learn new technology.

In a CRT, if the refresh rate is too low the phosphors aren't being illuminated quickly enough and the image appears to flicker. In an LCD there are no phosphors to get illuminated and no electron beam to illuminate them. The pixels in an LCD are continuously illuminated by the monitor's fluorescent blacklight. Therefore, the refresh rate is not important to image quality.

If using DVI on the FPD and you have flickering, I suspect that there
might be a power problem. Check that you have a sufficient power supply
and that the card is firmly mounted.
