Sometimes I want an empty form

I have a form that is opened after an Agency choice is made on a first form.

Actually it is a form to log phone calls. When I open it, I filter the
records so that only those phone calls related to Agency chosen in the first
form are displayed. If there are no phone calls for that Agency, I want it
to open with NOTHING. What happens is there is a blank record with the
little pencil symbol in the record selector and another blank record below
that with the new record asterisk in the record selector.

I want to do certain things when it is a new record, like reveal a 'Start
Timer' button to track elapsed time of the phone call.

When the form opens with the blank record, it sabotages my check of 'is this
a new record?'. It is a new record, as a matter of fact it is an empty new
record.

Making this a subform is not an option because the main form is large enough
now that I just don't have the real estate to add to the main form.

So---------------how can I open a form and have nothing displayed (that
pertain to the records)?

Normally, applying a filter to an editable form that results in zero rows
positions you at the new record WITHOUT the little pencil icon in the record
selector. The fact that you get this suggests that you have some code (likely
in the current event of the form) that is dirtying the record every time you
navigate. You need to eliminate that.
