Windows XP Sometimes I can, Sometimes I can't

I am experiencing inconsistent sending and receiving errors with Outlook 2003, my web mail inbox is becoming rather full and I need to download the emails to my laptop for archiving purposes.

I can sometimes launch outlook click on send and receive and my messages download in seconds, other days I click on send and receive and non of my message will download, it's been in this state for over a week now.

None of my account settings have changed and my ISP insists that there is no problem from their end. I can ping their mail server and I can ping my companies mail server (POP3), no problems whatsoever. I've disabled my internet security but still have this problem.

This didn't happen to me when I was using Office XP/2000.

This has also happened to colleagues of mine running the same application but from different ISP's, I'm stumped!

Any ideas?
 
Do you get any error messages when you click send and receive, or does it just appear to hang?

If you are checking a webmail box with lots of e-mails stored and you are downloading copies to your PC (without them being removed from the server) then it can take a very long time to find the e-mail where it left off.

The error message that appears says that there is a problem connecting to the POP3 server, when I contact the server administrator he tells me that there is no problem and I can ping the server.

Unfortunately even when my web mail inbox only contains one or two emails I have this problem.

Could you review your e-mail account set up by clicking Tools, Account Settings. Highlight your e-mail account and choose Change (or Modify). When your user information appears, click "More Settings' (lower, right corner). Click the Outgoing Server tab. If checked, uncheck the option "My outgoing server (SMTP) requires authentication".
