Something wrong with the USB Mass Storage Driver

I have recently encountered a problem with my USB port. I'm using a dell
Latitude d505. I plugged in a USB mass storage device, a toshiba 60gb one,
and the device manager pointed out a problem "Could not start device (Code
10)" ..

I tried updating the BIOS, uninstalling and reinstalling the driver, and
disabling booting from a USB device.

Any Suggestions to what might make it work .. or i have to throw the
external drive out ?

Remembered to power on the external hard drive?
