Browsers do change the encoding on their own. It's a necessary feature, since most web pages don't
give an explicit encoding. Unfortunately, IE is not very smart about it. It often decides that web
pages with curly right single quotes are in Japanese, because this character has the same byte value
as the Kanji shift character in a certain Japanese encoding. (Ironically, both characters exist only
in Microsoft proprietary encodings!) I've never seen it switch to Arabic, though. I'd appreciate it
if you'd post the URLs that give you grief.

Take a look at View/Encoding/Autoselect. Is there a check mark? If so, try turning that option off.
