somebody knows how to "program" into a .ini file

I'm configuring a domain in Windows Server 2003 and I need to manage
the accounts of my domain, manage the privilegies and stuff for the
users. So, what i think i need is to learn how to "program" stuff like
this:

"[General]
ExclusionList=Configuración Local;Temorary Internet Files
"

that was into a file named "ntuser.ini" and I like to learn where it
come from and if i can write more interesting stuff there.
 
Ask in a Server related group. This is not one
