Some Windows 2000 Professional could not get the certificate

Among the 10 users of the Terminal Server, the licensing
server issued only 2 certificates. All users have
a Microsoft 2000 Professional installed which has
a built-in Terminal CAL.
 
having same problem. macintosh clients access server. windows 2000
professional clients cannot. checked licensing and they are not getting
issued.
