SOME Win XP picture tasks stopped working

I always take my digital photos at 2272 X 1704 pixels. I
loved Win Xp for letting me point to a photo and giving
me several options--my favorite--"E-mail this file." It
would then give me options to resize my photo and I could
pick "small" and it would then attach a small attachment
that was fast to download for my addressee. It still
lets me get to the point of picking the size but will not
attach it to an e-mail anymore. Can you tell me what I
have to do to get this function back?
 
Click on Start, click on Run and type the following in the textbox:
REGSVR32 SHIMGVW.DLL
and press the Enter key.
Note that there is a space between ...32 and SHI...

I did what you said and it said "DllRegisterServer in
shimgvw.dll succeeded." but it still doesn't attach to my
e-mail. It asks if I want it resized and gives me
choices but doesn't do anything else.
