Some policies apply when they want to...why?

We have a 2003 Server domain. We have a group policy configured for an OU with our users in it. I can go in and make changes to the group policy on either Compuer or User sections, then reboot the client machine or use gpupdate to refresh the policies, all the settings dont take effect only some of them. I run gpresult and it says the right policy was applied when I rebooted but all the changes are not there. Then it takes usually overnight before all the changes propagate down to the client and take effect. My refresh intervals are set for 90 minutes on bothe Computer and User settings but that doesnt work either. Like I said if we wait till the next day all the setting will have been applied. Rebooting just doesnt work for some reason

Anyone have a clue what could be wrong?
 
Hello, Do you have more than one Domain Controller? You said you miss some
settings, do you miss settings from both the Computer Configuration Node and
the User Configuration Node?

Only have one domain controller. The setting that are not being applied seem to be computer setting, but I didnt check the user settings. Seems like the clients are using a cached version. I can cold boot the machine multiple times but the policy still doesnt refresh even though gpresult says it did. We turn the user machines off at night and when they boot up in the morning they have the appropriate setting applied. We have one OU with the users and computer accounts set up and the group policy applied to that OU

Make sure the DNS is correct setup, and you should be available to ping the
domain name by FDQN ex: ping company.local from your clients.

2)
If you have both computers and users in this OU, some settings have to be
set both in the users node and the computers node within a group policy to
applies.
