do you understand the philosophy behind .net? every 4th generation coding
language use some kind of precompiled packages ...

Not "every" 4GL uses precompiled packages. Some do, some don't.

And it can also depend on the architecture, Lisp on a Lisp Machine
doesn't have much baggage.
