Some Admin Rights needed for poweruser

I have to install/distribute some apps (which need admin rights) but al our users have poweruser rights.
Is there any way to see what rights are missing (registry, files, etc) are missing when I want to setup as
poweruser so I can add the necessary rights to the powerusers?

Is there any good monitoring tool for this?

Can't powerusers install apps?
 
Yes powerusers can install soft but not all software.
some software need adminrights (for instance 'cause they want to access certain parts of the registry)

That's a tricky one - I'm not knowledgable enough to know if you can give
users "partial" admin rights - you might have a look in Administrative
Tools-Local Security Policies and go to Software Restriction Policies and
see if there's anything in there that would do it.

I can do it with gpedit (group policy edit) but I need to know exactly what rights I have to add
