Are there any softwares for Windows 98SE that would open the picture in a
similar way as the Windows Picture & Fax Viewer does in Windows XP. Basically
something that resizes the picture's resolution (if it's bigger than the
computer's resolution) to fit on the computer's monitor perfectly.

Maybe you would like IrfanView:

Download IrfanView 3.95

(get the plug-ins too)

Once the program is downloaded and installed...
open it and go to...File / Open...
Browse to the folder you wish to open and double
click the first image file.

When the first image appears on your screen...
you can scroll through the other images in the
folder with your arrow keys.

To change the View...go to...View / Full Screen.
(use your Esc key to return to the main view)

There are also options you can try at...View /
Display Options.
