Software restriction policy

I apply SRP in my network. I wanted to restrict access to unneeded
executables for
clients working on a 2003 terminal server. It generally works fine, but
for example, I cannot
disable them any application from Office 2003 suite. Why?

What kind of rule You try to configure - path, hash ... ?

Path, including filename.ext
Eg. Q:\Program Files\Microsoft Office\OFFICE11\WINWORD.EXE
There is only this entry, but users are able to run Excell, Access etc.
