Is there a way to stop a user from launching IE on a
win2k machine by using a local policy?

Keep in mind that though this is a good suggestion, it will not stop
even mildly savy users from accessing the internet via other means. For
example Explorer address bar can be used to browse the internet, and many
applications allow access to the internet. If denying access to the internet
is of major concern, then you may want to consider firewall solutions -
either hardware or a personal one. --- Steve

I know how to do it in group policy however then it does
it for everyone. For instance I have 1 pc shared by 3
people and I only want 1 to be able to access the
Internet.
