I don't know how to control whoever can use the software
I installed as 'administrator'. Some program work
for "all users" and the other just for "administrator".
Anyone knoe how to set it up? I'm using winXP Prof.

The "how" for this varies.

Programs designed specifically for XP or other NT type operating systems
usually ask if you are installing for "all users" or "current user."
Programs not designed for XP or with less sophisticated install routines
can end up "wherever" and need to be dealt with on a one by one basis.

If a program adds a shortcut to your start menu only, try copying it to
the All Users' Start Menu folders - or - copy the shortcut to each
user's Start Menu folders. If other users find the program accessible
to them with that shortcut, you're set. If the program only works on the
account of the person that installed it and balks for others, you may
have to get creative.
