Software doesn't execute

Running XP Home.

Had a problem running any .exe programs.

I ran the fix from DougKnox to fix .exe in the registry.

I can now run a program if I go through My Computer and
get to the directory where the program is residing,
like "Program Files" and click the program.

However, none of my links on the desktop work. The
computer makes a ding sound, but nothing happens. When I
right click on a program in "Program Files" hoping to
send it to the desktop so that I have a new link, that
option is not present.

If there is not a fix for this, then maybe I could
restore my operating system back to a time before this
happened (about two weeks). But, when I click on Start,
then All Programs, Accessories, System Tools then try to
run the restore program, it doesn't run because it is a
link. Can anyone tell me where this Restore Program
resides? Maybe if I get to the directory and try to run
it from that library that it will then run and I can try
the Restore option.

On mine its here; %SystemRoot%\System32\restore\rstrui.exe
(%systemroot% = WINDOWS on my PC)Have you tried booting
into safe mode (press F8 on startup)and access the
administrator account and see if the problem persists
there?
 
I found the program and tried it but it didn't run.

I tried to boot in safe mode and I couldn't. I held the
F8 key down through the whole boot-up process and it
still booted up Windows.

help!!!!
 
Sorry, I got my (F) keys mixed up. Try holding down F5 on
boot-up that should bring up an options screen. use arrow
keys to highlight "start computer in safe mode", hit enter,
choose your operating system, hit enter, log on as
administrator.
If you can open the start menue in normal mode and have
the "Run" function available, try start>run>type
in "C:\WINDOWS\system32\Restore\rstrui.exe" w/o the ""
