i believe virtualdub does it, but you cannot save as mpg - save is in avi

it is free for mpeg1 and demo for mpeg2. i use it for vcd (mpeg1) and it has
work well.

256 MB RAM or above to get fun.
Screen resolution 1024x768 (or higher)
NTFS to support files larger 2 GB
A installed MPEG2 decoder (like Elecard or other)
