I am looking for a program to make snowglobes, either for a web page or
desktop.

If you're an artist, you might try making an animated .gif file using
UnFREEz 2.1:

i do not know of a program to make snowglobes
however there is a program called
snowflakes & stars which generates snowflake and star patterns
very good and is freeware

It's not true freeware. From the author's page:
The free version has print and save disabled and limited computer-generated
designs.
