SMTP mail without IIS

Is there any way to install and access the System.Web.SMTPMail class
without installing IIS? The System.Web namespace does not normally
install on a XP-Pro machine without IIS.

If we install IIS in the development environment so that we can code
with System.Web, can this application be distributed to XP-Pro
machines without IIS?

Or, is there another better way to send SMTP mail from a VB.Net
application?
