Yes. There are a number of ways to do this. I use a SMS provider, and send
the text messages via FTP out of the database. See my article at

You can however you need to know the cell phone company. At least
here in North America you can send an email to a cell phone using a
syntax like
(e-mail address removed)
However the portion the right of the @ sign is cell phone company
specific.
I would assume the chances of your SMS message being treated as spam
is considerably higher too.
