smooth scrolling

How do i change the way my internet pages scroll? Right
now whn i move the page down it is very chopping, how do
i change it back to moving slowly? Please help! It's
quite annoying!

I meant moving smoothly...

Mine was on and it is still doing the same thing...is
there something else i can try? It seems as though it
goes by page...
