In the past, I could drag the scroll bar on the right and the document
would move with it. For some reason, now it doesn't. I know I can scroll
with the wheel, but I'd like the scroll bar to work.

The definitions for movement in Word97 are as follows:
Scroll up one line Click the up scroll arrow
Scroll down one line Click the down scroll arrow
Scroll up one screen Click above the scroll box
Scroll down one screen Click below the scroll box
Scroll to a specific page Drag the scroll box
Scroll left Click the left scroll arrow
Scroll right Click the right scroll arrow
Scroll left, beyond the margin, in normal view Press SHIFT+ left scroll
arrow

This comes directly from the Word97 help screen. So, perhaps you are
thinking of a different version of Word, or perhaps you are thinking of
a mouse center button or wheel function.

Yes - I said I can scroll with the mouse wheel. You mention dragging the
scroll box - that's exactly what I said is not working. It's called
"smooth scrolling". As you drag the scroll box, the document is supposed
to move with it (in the opposite direction, actually). This is what used
to work but now doesn't.

You are misreading. Word97 normally will not scroll lines by dragging
the scrollbar but pages. Click on an up/down arrow to scroll by lines.

What I meant by mouse functions is not the standard rotation of the
wheel but pressing on it (until it clicks) and then just moving the
mouse. A Logitech mouse can scroll a page by this method.

======================

I have found the following URL
http://word.mvps.org/faqs/customization/SmoothScroll.htm
which states
Word 97: HKEY_CURRENT_USER\Software\Microsoft\Office\8.0\Word\Options
add a new “String Value” with
Value Name: LiveScrolling
Value Data: 1

I've tried it and it works. The scrollbar will then scroll by lines
instead of pages.
