"Smart Tags"

How do I turn off the information tags that pop up when my
cursor is over an item? I believe they are called "Smart
Tags" or "Balloons". They are now too numerous, are an
annoyance and get in the way of what we want to look at.
Can't we just right click on an item to see its properties
when we wish? This is not too hard to do. This question
applies to Windows XP Professional and Home editions.

Smart Tags are part of MS Word (and maybe other MS Office programs).
