Smart Quotes Not Working 2007

Just got my new copy of Word 2007. Smart quotes are not working.
Checked, and they are enabled under the autoformat options.

Is there some place that this can be overriden that I may have
overlooked? A known bug?

Cleaned out my old word templates and things worked.
