Can anyone point me at a utility to pull SMART info via MS Windows?

Does SMART include physical run time, or just error reporting?

Everest.

This one is free, but not as capable as the paid
for version, particularly with USB drives etc.

Does SMART include physical run time,

With most drives it does. Thats an optional
value that doesnt have to be kept by the drive.
or just error reporting?

Almost all drives do have some form of power on hours etc.
Some have start stop counts as well.
