smaller pings to PDC and BDC 80% packets lost

LAN, Windows 2000 server, MS Exchange (PDC, BDC, FTP server), about 35 users connected directly to the servers via switches (call it LAN part A). Second part of LAN is located on the opposite part of the building (call it LAN part B). Connection is established from the switch next to servers through two HUBs acting as repeaters to the second switch. The users in the second part of the LAN are connected directly to this switch. Distance between switches, HUBs and computers is never greater than 85 meters
In LAN part A works everything perfectly. In LAN part B works web, e-mail, but it's not possible to download attachments of e-mails, files from servers and some other net applications also don't work. After some analyzing situation looks like this: Pings with size of 19b and greater are 100% successful between any two computers in the whole LAN. Pings smaller than 19b are also successful between any two computers in the whole LAN with one exception: pings smaller than 19b between any computer in LAN part B and PDC or BDC have 80% packets lost. (smaller pings from LAN part A and PDC or BDC are 100% OK) Both PDC and BDC are connected to the same switch as FTP server, which works without any problem. I also tried to change HUBs, but it didn't help. Strange is, that the whole LAN worked without any problems in past. And nobody knows, when the problems appeared, as users from part B didn't let us know immediately...
(BTW, people responsible for our LAN left the work and now that's me, who becomes net administrator. And I never ever worked with LAN as administrator, so my knowledge is far from being adequate for such job...

This is the thing, I'm not able figure out. I have no HW tester. In any case, collisions sound strange, as pings through all HUBs and switches to any other computer than DC are ok. Only "small" pings to DC has 80% packets lost.
 
Switch/hub should have some sort of indication when a collision occurs. Ping
indefinitely as 'ping -t' and walk down to every switch/hub.
