Small Editable region

I am converting my shared borders web site to one with Dynamic Web Templates
and I want three regions.

The top I want locked
The middle one I want open
The bottom I want locked

I create my template with a single table with three rows and set the middle
row as the editable region. A smaller table cells opens that has an orange
boarder around it. I assumed this is the editable region but it is only a
few characters high.

What the heck did I do?

Got a page to show us?

Do you want three sections because you want a header content and footer? If
so I'd make three tables instead.
