Slowness when accessing the network?

Users get an average of 15 seconds to get to the network through any
application. For example, they are in Excel and choose open and then try to
navigate (look in) it takes roughly 15 - 20 seconds before the drop down menu
appears. It happens in Word, Excel, etc and it even happens when you use the
explore function to navigate to the network. Any suggestions? I thought
maybe it was the virus scan but after looking into it I dont believe thats
the cause. Has anyone come across this issue?
