slower than molasas

I have a long wait from when i click on internet explorer and it actually coming up which id dicouraging concidering I have cable internet ,I cleared cookies ,and unwanted files ,then defraged and still the same results even trying to bring up controle panel takes over a minute..any ideas? i would appreciate it
 
Is this a new computer, or a old one that has been upgraded.
