Slowdown during game

I posted this in the Windows XP General board, but when I
came back to it to see if I had gotten any responses, I
couldn't find it.

My problem is, I have this game making program that
consistently hiccups during play time of a game made with
it. So whenever I play a game that I'm making with the
program, it stutters every 2 seconds or so. It didn't
used to do this.

Is it something with my video card? Graphics driver? I
have the latest version of DirectX and the latest driver
for my graphics card. Again, it didn't use to stutter
like this.
