Slow windows and menus after bootup

The first time I try to start a program after booting up
my computer, there is a wait of up to one minute while
the hard drive chatters slightly about once per second.
For example, if I click on an icon to open Outlook
Express or Internet Explorer, it takes an entire minute
before the program opens. Once it opens, I have no
problems for the rest of the Windows session. I have
tried different Startup options, to no avail. Is there
any way to speed things up? Thank you!

Steve, Untill the hard disk quits chattering Windows has
not fully loaded. After the desktop apears it is still
loading programs that want to start. This has cpu
priority so your starting a program is delayed untill
startup is complete. Most of the programs starting with
windows don't need to be. Click Start\Run\type msconfig
and click OK\ go to Startup and uncheck the boxes of
programs that don't need to start with windows. I only
leave my antivirous and firewall to start. Go here for a
