Slow win2k/win2k network and switch LED flashing constantly

I need to find a strategy to debug my TCP/IP network. It just
connecting a pair of PC's. One running Win2k and the other WinXP. Both
PC's are fully updated.

Apart from the network being very slow to transfer files (1GB = a few
hours) I notice that the network traffic LED on my switch is flashing
constantly even without any traffic apparently flowing. It does this
even if I lock down the network connection with the firewall.

Can anybody suggest a software utility or strategy to identify and
troubleshoot the cause of my slow network.

You are infected with something. Second possibility is a bad NIC creating a
broadcast.

That depends on the type of firewall and how it is configured. It may not
stop it at all. Even if it blocks it, it still doesn't keep the machine from
trying.

I am using Kerio Personal Firewall, latest edition.

I regularly run Adaware and Norton and there does not appear to be
anything infecting my PC. I guess it is a configuration error causing
my fault but I have no idea how to clear driver information and files
from a computer. I tend to find that once a driver is loaded it stays
there.

Is there some kind of utility that will completely eliminate all
traces of driver files used by my network card so that I can reinstall
and see if that fixes the problem?

Doesn't matter.

As I also suggested, it may be a hardware failure.
