Did you remove the NVidia drivers?

Run it in D3D?

yer i have formated OS since then, yer i could run in D3D and it does run
nice but i was wondering why the opengl performance is so dam bad (15-30fps
in gl) 90-120 fps d3d
are the nvidia drivers just highly optimized for ut2003..?

maybe your cpu too slow.
my 386sx was tad too slow, so i buy 486sx33. now i have joy in my smile.
i get 15000fps in quake4 with all details on with ati9800

Check your videosettings, and please tell you you did remove ALL OF
THE NVIDIA DRIVER before you installed your new card!

Nothing slows radoen performance as much as left-behinds from nvidia
drivers!

Use direct3d for Unreal Tournament 2003. Unlike the original UT, you will
get alot better performance from Direct3D than from OpenGL.

ATI's OpenGL is generally weaker than Nvidias. They are aimed at DX9.

Change your Video settings in UT2003 to DX mode instead.... enjoy.
