Slow update on DNS records

Hello all,

Enivronment:

Windows 2000 SP4 on all servers and workstations
AD integrated DNS on 4 different DC's
DHCP registers clients in DNS

Problem:

When we join a WS to our domain or rename a computer we must wait for around
15 mins (probably replication) before we can access the computer. It's not a
DNS cache issue.
Is there any way we can have theese computer accessible instantly?

Are all the machines ONLY using the internal DNS or is there some other DNS
address listed in a client's properties (such as the ISP's)? This
classically sounds like that is the case. The 15 minute thing is the hint.
If this is the case, remove any ISP;s addresses and ONLY use the internal
DNS.
