Slow transfer speeds

Our community is wired with a 10Mb Ethernet LAN. Up til recently I could
connect to a neighbor's machine with measured transfer speed of the 10Mb

Now the for some reason the speeds have dropped to below dialup. I might
add that I have upgraded both PCs with new motherboards, processor, etc.

The ping times going both way. are <1ms.

Before I contact the service provider is there something I should look at as
far my and the neighbors network setup?

Further information. When downloading from the Internet I can achieve
speeds up to 3Mb/sec under the right Internet conditions.
