Slow Start Menu ,Task Bar and Notifcation Area

When right-clicking on any of the items mentioned in the
subject line, there is a long response, before anything
pops-up. Anyway to change this?
 
i have same experience using p4 with 128mb mem. but if i use my another pc
use celeron 900 with 256mb it load more faster than that p4. so i think
memory is involve in this issue.
also you can disable some of setting in winxp like fade, animation, shadow
etc. it's too can cause too slow performance.
